SAE Leverages Ayesa Technology to Transform Employment Intermediation and Create Jobs in Andalusia
The Andalusian multinational Ayesa and the tech company Babel will be responsible for the maintenance and development of the SILA system, which manages job offers and demands across the region.
This will streamline operations, improving public and business perceptions of SAE services.
The Andalusian Employment Service (SAE) has entrusted the Ayesa-Babel consortium with the technological and functional modernization of SILA (Andalusia’s Employment Intermediation System), aimed at optimizing the management of job supply and demand. This initiative will enhance employability and improve the dissemination of job offers by companies.
This new contract further strengthens the longstanding relationship between Ayesa and SAE, which began 19 years ago when employment responsibilities were transferred from the national government to the regional government of Andalusia. This time, Ayesa and Babel will jointly maintain and upgrade the applications comprising the current employment intermediation ecosystem, replacing the former Hermes system.
Both companies will be tasked with developing new software versions to update several SAE applications; they will also handle the transition and operation of information systems, along with providing operational and technical support to SAE’s IT team. The contract is valued at over €3.7 million and involves 48 professionals. Services will initially be provided through August 2025.
Technology plays a central role throughout the entire process, from frameworks (Angular 16, Spring Boot) and programming languages (Java 1.8, TypeScript), to servers (Apache, WebLogic 12.2), project builds (Maven), databases (Oracle 19c), integrations (such as Keycloak 21 for Single Sign-On and ELK for trace and data analysis), continuous deployment via Jenkins, quality assurance with SonarQube, reporting with the JasperReports library, and automated testing using JUnit (unit testing) and Cypress (for Angular-based UI testing).
This technological foundation will undoubtedly optimize operations and contribute to improving user satisfaction with SAE’s employment intermediation services and applications—benefiting both citizens and system managers.
The potential users of this system include nearly 700,000 job seekers in Andalusia and individuals looking to improve their employability, as well as companies accessing employment-related services (such as job promotion, benefits, and counseling), and SAE professionals who use the ecosystem’s applications to manage activities and provide services to both job seekers and employers.
Through the “People Area” of SAE’s new online portal and mobile app, job seekers can complete initial registration using digital certificate, Cl\@ve, or username-password credentials. They can also update their data or re-register.
Through the “Companies Area” of SAE’s new website, employers in need of workers can define and publish job offers, allowing registered job seekers to apply and enabling employers to select candidates who best match their requirements. Offers may be self-managed (by registration order or with SAE pre-selection), or guided by employment specialists. The platform can be accessed via Digital Certificate, username-password, or Contrat@ credentials.
Experience
Ayesa brings more than 25 years of experience in the design, development, and maintenance of management systems for ministries and employment services in eight autonomous communities: Canary Islands, Andalusia, Castilla-La Mancha, Castilla y León, Valencia, the Basque Country, Catalonia, among others.
It has extensive experience in the development of labor intermediation systems, employment counseling, training for employment, data governance, business intelligence, and statistical profiling, along with functional and organizational areas such as labor dispute intermediation and the Integrated System for Occupational Accident Management (SIGAL).
Notable projects in employment intermediation include the development of the Hermes system (Andalusia), SICAS (Castilla y León), SISPECAN (Canary Islands), and TAURÓ (Valencian Community). Ayesa also developed the employment mobile apps for Andalusia and Castilla y León, the personal area for job seekers, and the biometric kiosk management system in Andalusia.
Other key projects include the Catalan Employment Portal (Generalitat de Catalunya), the Eurek@ Intermediation Portal (Government of Andalusia), and the Employment Portals of the Canary Islands Employment Service.
In the area of Vocational Training for Employment (FPE), Ayesa has led the development and maintenance of corporate training systems for the governments of Castilla y León, Castilla-La Mancha, the Valencian Community, the Canary Islands, and Andalusia.
Ayesa has also developed additional employment systems in Andalusia, such as the Gescontrat@ Labor Communication System and the Andalusian Employability Map.
In terms of data governance, business intelligence, and statistical profiling, standout projects include the Andalusian Labor Market Permanent Monitoring System (ARGOS) and the Business Intelligence and Big Data Management System for monitoring, evaluation, and traceability of Active Employment Policies for the Canary Islands Employment Service.
In Andalusia, Ayesa has supported SAE with functional assistance in the automation of employment aid processes and in the design and implementation of advanced analytics use cases.
