Ayesa Engineering takes part in the Valencian Community’s Plan Vive affordable housing programme

  • The Patrizia–Urbania joint venture, specialising in the development and operation of affordable housing, has entrusted Ayesa Engineering with project management and technical assistance services for several developments comprising 319 protected rental homes in the province of Alicante.

13 July 2026. Ayesa Engineering is strengthening its position in Spain’s residential sector through its participation in the Valencian Community’s Plan Vive affordable housing programme. As part of this initiative, the company is providing project management services for a portfolio of protected residential developments for Vivasval-Urbania in Alicante and has recently completed the handover of the first 34 affordable rental homes in the Rabasa district.
Plan Vive was launched by the Valencian Regional Government with the objective of delivering up to 10,000 protected homes across the region during the current legislative term. The programme is being implemented in collaboration with local councils and the private sector and is supported by European Next Generation EU funding. The land for these developments has been made available by the Valencian Housing and Land Authority (EVHA).

As part of this ambitious programme, the Patrizia–Urbania joint venture is leading several residential developments across the province of Alicante, comprising a total of 319 protected homes. The developer has appointed Ayesa Engineering to provide comprehensive project management and technical assistance services throughout the delivery of these residential schemes.

Ayesa’s responsibilities include coordinating the developer, design teams, contractors and public authorities; overseeing project planning and cost control; monitoring contractual milestones; managing quality assurance and progress reporting; supervising documentation and administrative processes; and ensuring compliance with the requirements associated with Next Generation EU funding. The company has also provided technical assistance throughout the construction, completion and close-out phases, applying advanced project management methodologies such as Lean Construction and the Last Planner System to optimise planning, control and project delivery.
According to Miguel Tapia, Director of Real Estate at Ayesa Engineering, “This contract positions the company as a leading partner in the comprehensive management of residential developments linked to public housing, sustainability and European funding. It also further strengthens our project management capabilities in the delivery of complex residential developments.”

Sustainable and energy-efficient homes

The first development, completed after a 14-month construction programme, is located in the Rabasa district of Alicante and comprises 34 high-quality affordable rental townhouses. Each home includes a private garage and access to shared amenities such as a sports court, landscaped leisure areas and a children’s playground.

The Vivasval-Urbania portfolio also includes future developments in the Playa de San Juan area, in northern Alicante (185 homes), and in the municipality of El Campello (100 homes).

All homes have been designed in accordance with advanced sustainability, energy efficiency and construction innovation principles, with the aim of enhancing residents’ comfort, wellbeing and quality of life. Key features include low-energy building systems, renewable energy generation, high-performance thermal insulation and building envelopes, electric vehicle charging infrastructure, and efficient ventilation and climate control systems.

The developments also incorporate digital project management and technical monitoring tools throughout the construction process, sustainability criteria aligned with European standards and the objectives of the Next Generation EU programme, the use of materials that support the circular economy, and partially industrialised construction methods that improve quality, reduce delivery times and enhance overall construction efficiency.

The Vivasval-Urbania developments will significantly increase the supply of protected and affordable rental housing in the province of Alicante, helping improve access to quality housing for families and groups facing greater barriers to entering the residential market.
