Ayesa wins €9.5 million contract to oversee new Frontex headquarters, a vital hub for EU border security in Poland
Ayesa will oversee the design, construction, and commissioning of the new Frontex headquarters in Warsaw, Poland, after winning a €9.5 million contract from the European Border and Coast Guard Agency.
The purpose-built facility will become the operational centre for EU border surveillance, covering land, sea, and air, playing a critical role in safeguarding the security of Europe.
Ayesa, a global provider of technology and engineering services, has secured a major contract in Poland, strengthening its position in the European institutional sphere. Frontex, the European Border and Coast Guard Agency, has awarded Ayesa Polska a €9.5 million contract to oversee the design, construction and commissioning of its new permanent headquarters in Warsaw.
The purpose-built facility is set to become the operational hub for EU border surveillance, covering land, sea and air, and responding to the heavy and growing migratory pressures and crises of recent years. This centre will play a critical role in safeguarding public safety across the European Union and its Member States.
Planning approval has been granted for a 2.93-hectare industrial plot in Warsaw’s Mokotów district by the Polish government. A consortium led by Eiffage Construction, a leading European construction and concessions group headquartered in France, is responsible for the 69,000 m² development, which comprises seven above-ground floors and two basement levels and will accommodate more than 2,000 employees. Frontex is investing over €200 million in the project, with construction scheduled to begin in 2026 and expected to take around two years.
Frontex has appointed Ayesa Polska to supervise every phase of delivery, covering design, construction, commissioning and final handover over a 48-month programme, extendable to 72 months. Its remit includes review and approval of BIM models, drawings and value-engineering proposals, together with sustainability (BREEAM) and safety strategies. The contract also covers quality supervision, health and safety, environmental compliance, progress monitoring against the baseline schedule and budget, and management of contract modifications and risk logs. In the final stages, Ayesa Polska will provide services to test vital systems including security, ICT, HVAC and geothermal, and manage the full documentation handover.
This urban-regeneration initiative transforms an underused site into a high-quality business campus, creating jobs and stimulating investment in the Mokotów district and its local supply chains.
Sustainable, high-security complex
Frontex’s new permanent headquarters is designed as a sustainable urban campus, featuring a landscaped park open to local residents and a dedicated employee garden, in full alignment with Warsaw’s climate and sustainability goals.
To minimise environmental impact, the design specifies sustainable materials such as low-emission concrete and custom high-performance façades. Photovoltaic panels on the roof and geothermal heat-pump systems will cut CO₂ emissions and energy demand, while rainwater harvesting and greywater reuse will reduce potable water consumption.
The project targets BREEAM ‘Outstanding’ certification, the highest sustainability rating for buildings, supported by smart analytics, advanced building automation and a digital twin developed in a BIM Level 2 environment.
