Challenge

The construction of the National Data Processing Centre (KCPD) is one of the largest and most strategic investments of the government administration in Poland in the field of IT infrastructure. This project brings with it a number of challenges, both technical, organizational and legislative. Here are the key aspects:

  1. Scale and complexity of the project
    • The project involves the construction of three modern, standardized and energy-efficient data centers.
    • The investment amounts to nearly PLN 830 million, making it one of the largest in the history of Polish digital administration.
  2. Security and continuity of operation
    • The KCPD is to ensure the continuity of operation of systems critical to the state, such as public registers or the government cloud.
    • This requires the application of the highest cybersecurity standards, resistance to failures and disruptions (e.g. power outages).
  3. Coordination of many entities
    • The project is implemented jointly by the Ministry of Digitization, the Digital Poland Project Center, NASK and the Central Information Technology Center.
    • This requires efficient interinstitutional cooperation and a clear division of roles.
  4. Legislative aspects
    • Investment support is provided by a special act of July 7, 2023, which simplifies administrative and purchasing procedures, but requires strict compliance with regulations.
  5. Energy efficiency and sustainable development
    • Data centers must be energy efficient, which requires the use of modern cooling and energy management technologies.
  6. Risk and schedule management
    • The project must be implemented on time and on budget, which is a significant challenge given the scale of the investment.

The role of the Contract Engineer in the KCPD project:

  • Consulting in the design and construction of modern data centers.
  • Support in compliance with standards (e.g. TIER III/IV, PN-EN 50600).
  • Optimization of solutions in terms of energy efficiency and safety.
  • Supervision of contractors and compliance of implementation with design documentation.
  • Management of schedule, costs and risk.
  • Progress reporting and quality control.
