Challenge

The Regional Government of Andalusia is one of Spain’s most complex and is responsible for managing the country’s most populated region with more than eight million people. Its budget for 2023 exceeded 4.56 billion euros.

Implementing a system to allow it to efficiently manage its ambitious budgets was particularly challenging given the number of users, features and information that needed to be migrated, as well as the fact that it involved introducing a centralised model.

Solution

To achieve this, GIRO (a Spanish acronym for the ‘Comprehensive Management of Organisational Resources) was created as part of one of the most important projects undertaken by Ayesa for a regional government.

The centralised system, which was implemented in 2015, is based on SAP solutions, an area in which Ayesa has more than twenty years of experience. It supports cross-cutting processes related to economic and financial management, and is used for everything from preparing to implementing budgets. It is also used to process electronic invoices, manage fixed assets, inventories and grants, and oversee co-funded expenses, such as those involving the EU.

Ayesa is currently responsible for maintaining and upgrading the system.

Benefits

GIRO has a high level of interoperability in terms of other solutions used by the Regional Government of Andalusia. These involve more than 110 systems, 550 web services and 300 million requests.

Furthermore, it has increased transparency, allows for greater traceability in terms of information, and enables data-driven decisions to be made.

The fact that its various modules are fully integrated with one another means that data is synchronised at all times.

The solution, which now has 14,500 users, handles 2.5 million invoices a year and manages seven million accounting records, is accessed around 2000 times a day through its desktop version and 1500 times a day through its website.
