Comprehensive social services system for the Regional Government of Andalusia

The integrated social services system was conceived in 2000 to carry out the complete management of areas which made up the former Regional Ministry for Social Affairs and the Andalusian Institute for Social Services and today has become the largest information system of the Regional Ministry for Equality, Health and Social Policy.

At the time, an innovative and unconventional technical gamble was taken, as all information had to be contained in a single and centralised database and users would access the system via the internet. Nowadays this seems normal and not very out of the ordinary, but at the time it was full of risks and uncertainty.

An integrated solution was designed based on a solid database. A customizable IT system which can be adapted to various kinds of administrative procedures and is capable of evolving according to the demands of the information society.


The project's success has been confirmed more than a decade later with a system that covers the vast majority of the management, communication and information needs of social services and which has never ceased to evolve technically and functionally since its beginnings. Currently, the comprehensive social services system (SISS) provides services to many different areas such as children and families, persons with disabilities, social services and care for drug addicts, the elderly, care for dependant individuals, non-contributory pensions and other social assistance mechanisms and subsidies, each one with users in the regional departments, central services, other centres, etc.

AYESA has been present throughout all the stages involved in the creation and maintenance of the SISS since 2002, when it participated in the development of the subsystem for the protection of minors for the General Directorate of Minors and Families. Since then AYESA has been constantly accompanying the Regional Ministry in the development and evolution of all the subsystems which make up the SISS.

Since its beginning right through to the present, the transformation which the SISS has undergone has been impressive. The Regional Ministry, in collaboration with AYESA, has been able to adapt it in line with technological and functional changes which the evolution of social services in Andalusia has called for.

Perhaps the most impressive things is that after so many years, the evolution of the system seems to be getting faster and faster, as opposed to coming to a halt.

In addition to improvements in the various subsystems, the SISS has been given a powerful statistical analysis tool (using the suite Oracle Business Intelligence) which now allows various reports and powerful control devices to be made use of. 

Andalusia makes extensive use of ITC systems in the healthcare sector, which has integrated ICT systems that can be accessed by professionals at the various levels of care.  The information recorded on these systems is invaluable for the management of social services and, with good reason, authorities throughout Europe are implementing social-healthcare integration projects.

Within this context, AYESA believes we must take on the necessary work in order to unify and share information with all individuals who use these healthcare services or social services in Andalusia.
