Ayesa helps the Andalusian Regional Government to improve the public road passenger transport service
In a joint venture with Tool Alfa, they will carry out the diagnosis and analysis of all licensed bus services operating in the provinces of Almeria, Granada, Jaen and Malaga.
The aim is to have a quality transport service that meets both the concentrated travel needs of metropolitan areas and the communication requirements of rural areas.
The Andalusian regional government will revamp the regular public passenger road transport system with the launch of a tender for new services. To this end, it has commissioned the diagnosis and analysis of all the bus lines operating in Andalusia, with a completion period of 30 months.
The joint venture between Ayesa and Tool Alfa has been awarded the first of the four bundles that make up the contract, specifically the one covering the provinces of Eastern Andalusia (Almeria, Granada, Jaen and Malaga).
The conclusions of this study will allow the Regional Ministry of Development, Territorial Planning and Housing to draw up a map of licensed services that responds to the current mobility needs in Andalusia, which have developed as a result of social and regional growth. This review is aligned with the Andalusian Transport and Mobility Infrastructure Plan (PITMA).

The joint venture formed by Ayesa and Tool Alfa will first carry out a diagnosis of the current situation in Almería, Granada, Jaén and Málaga provinces, with a definition of all the licensed services and a defined plan for their implementation.
Multiple field studies will be conducted to analyse the needs of travellers in the municipalities, as well as the points of special demand (health, educational and administrative centres), which are often the destination or departure points for travellers. Based on this analysis, all public transport licensed services under the jurisdiction of the Andalusian Regional Government will be defined, as well as a plan for their implementation.
Operational plans will then be drawn up and specifications will be prepared as a basis for tendering the routes. Lastly, a structure for transport services will be developed to meet the demand in each territorial area and to ensure the expansion of services to new areas.
The reason why the Ministry of Public Works has decided to design a new public transport system is that most of the current licensed services date back to the last century. This situation has led to inefficiencies due to new urban developments, emerging points of demand or inefficient routes because they have gradually lost passengers. Against this background, the service provision needed a thorough overhaul.
The new system will promote and strengthen the priority use of public transport, facilitate inter-modality and contribute to the territorial interconnection of Andalusia, boosting mobility in rural areas. It will also be adapted to the proposals for future transport plans, which call for the creation of ‘rapid transit’ hubs and reserved platforms (BUS-HOV lanes).
The time-frame foreseen for the implementation of this new licensed service map is five years.
